    Touch [-a] [-m] [-t time] [-r reffile] file

    This will set the access and/or modification time of the file to the time
    value specified by the time parameter ( or current time if not specified )
    or to match the corresponding time of the reffile

    I can do change owner and group
    generically in a directory (chown)
    but can I change the Date on the file?
