(Slightly OT) Remote admins and encrypted data

    Scenario:
    - Server physically located in the U.S.
    - Contains data encrypted using GnuPG or other
    utilities
    - Batch scripts on the server decrypt data, perform
    processing, re-encrypt data.
    - Server support staff includes admins located in
    other countries (India, for instance).

    Question: Do the U.S. export laws regulating the
    dissemenation of cryptographic materials apply to
    admins in foreign countries who remotely administer
    systems and data located in the U.S.?

    Those admins have access to the source code and/or
    compiled binaries that encrypt and decrypt the data,
    and would have the ability to ftp back and forth from
    the server.

    Anyone have any comment? [Particularly you non-US
    guys who administer data located in the U.S.]
