    Thank you to everyone who has replied I'm beginning to think it's still the
    dark ages here. They have recently spent millions on this Social Services
    system but have consistently stonewalled over the money for a second hand
    machine so we can try the oracle patching and OS upgrades without
    endangering what is supposed to be a vital system. Hopefully I will be able
    to persuade him that it is common to have some kind of test environment and
    that not spending the £3k I'm after will be false economy in the long run.
