TSM extend log question

Folks,
Hopefully someone can help in this problem
We are attempting to "clone" a TSM server for our DR test
and we are having problems bringing up the TSM server
The TSM server was restored from a mksysb tape of an identical
machine but at a different location
Here are the errors:
ANR7837S Internal error DBREC106 detected
The tech note from IBM says to extend the log file with:
dsmserv extend log logname size
We have tried this (e.g.)
#cd /usr/tivoli/tsm/server/bin
#dsmserv extend log log3.log 20
It comes back and says that it cannot locate the file log3.log
We also included the path to log3.log but with the same result
Do we have to create a new log volume with the "dsfmt" command first
and then run the "extend" command?
