We had a similar issue once.

It turned out to be a set up problem on the routers between. This was
proved by running a couple of traceroutes between the PC-server and
    Server-PC.

We found the return path was via a long slow route (translate to many hops
across a slow WAN connection) instead of the direct route that the PC
    found.

I can't help more than that - as it was network people who found and fixed
and they were loathe to admit to any issue at all.

    Cheers,

    Bruce Whittaker,

Problem persists on every desktop in an environment. All desktops have
windows as an operating system. I am able to ping the problem server with
    ip
address and dns name as the entry has been entered in windows hosts file.

The problem may be on the desktop. What kind of desktop? Windows? Can
you ping the AIX server from your desktop? If running DNS, can you
resolve the name of the AIX server from your desktop?

    make sure portmapper is running.

/etc/resolv.conf should contain your dns server.

try to telnet in using the tcpip address, any better?

Checked and found that /etc/netsvc.conf already have an entry of

    hosts=local,bind

    at first line only.

    Any other suggestions are welcome.

Reverse DNS lookups. Do you have a DNS server defined in
/etc/resolv.conf that is incorrect ? Lots of discussion on this
    before...
