I had this problem and IBM said it was a problem with the csm file sets.
They had me to a bunch of updates and made some DNS changes on the hmc.
I did not document the changes but IBM will be able to help you with
this.

We have the same issue I just haven't called IBM on it yet. We have
some LPARS on the same hardware that have DLPAR as on option and others
that do not, same OS level. I did some checking a while back and I did
come across some info that talked about network and DNS issues between
the HMC and LPARS causing problems. If you get a solution please post
it. If I get one before you do I'll post it.

We are having problem not be able to utilize the Dynamic LPAR feature on
the following LPARs. On the Web console, Dynamic LPAR option does not
show up when we right click on the LPAR. I have been working with IBM
supports for the last couple days and provided them all sources of
traces, but they still have not identify the problem. If you have seen
a similar problem and have a solution, please help.
Here are the configurations:

FYI:
At another location with different HMC, we have a p650 with the exact OS
level as explained in LPAR2 and the Dynamic LPAR is working perfectly.
