Not so. Just put "\n" characters in the herald entry. Put the whole entry
in double quotes.
herald = "\n\n\n\nHello\nThis computer is part of a secure network\nLog off
now if you are not authorized\n\n\n\n"

In what file do you place a paragraph to display prior to the login
prompt.
/etc/security/login.cfg only allows a single line
