The original poster already tried that.
The problem is that an AIX installation CD produced in, say, June 2004 won't
have drivers for a device which was only available in October. A newer copy
of the CD probably will, and the device CDs supplied with the device
obviously will.
If you don't have either of those things it can be difficult as the
base-level filesets aren't available anywhere on-line.
In this case, the mksysb is calling for various device filesets which it
will use to create the boot image, so that the CD can be booted on whatever
machine is required.
Surely there *must* be somewhere on the Internet where base-level device
filesets at least can be downloaded?

I can't really help you here, apart from to suggest you ask your supplier for a newer version of the AIX install CDs.
