SMS menu options not available on boot?

Folks,
I've beat my head against this one for awhile and haven't been able to figure it out yet, nor have any searches given me any useful info, so I'm hoping someone here has seen this...
I've got a 7028-6C4 that will not display anything on the 3151 terminal attached to it until the box is starting up the OS - makes it a little difficult to do things like boot off of a tape drive to restore a mksysb should that be needed...
I've checked lscons, I've tried setting the console to tty0 (which the 3151 is attached to), and I've booted multiple times (which is PAINFUL with a 6C4) - last time I tried putting in an install CD hoping that would reset the console, but it didn't seem to work.
Has anyone seen this, and know how to fix it?
