Forbid attachments on AIX-L list?

Yesterday, a posting to this list contained an 8MB attachment. It blew
my inbox quota and caused some incoming mail to be lost.
I propose that the list be changed to disallow attachments. If you want
to post something big, then post its URL. In this case it was an IBM
Redbook, which definitely has a URL that could have been posted, instead
of sending us all the whole pdf file.
