fsck skips phase 0

Hi,
I have 2 JFS filesystems configured to use /dev/loglv00. When I unmount them
and run fsck, it starts with Phase 1 - Check blocks. Does anyone know why it
would be skipping Phase 0 - Check logs? Would doing a logform of
/dev/loglv00 fix this?
