We didn't install terminators.
Maybe that was the problem as we received an error when
attempting to scan the fiber devices
I'll try that next time.

No: this is something different. Assuming the bootlist is correct the
system is not scanning the disks for another boot device, it's simply
building the hardware configuration. It needs to do this even if you're
booting from CD. If you check the LEDs you'll see all the usual codes you
see for cfgmgr.
I'm not sure what happened when you disconnected the fiber: that should
have
speeded things up as there wouldn't have been all those disk devices to
configure. Did you physically disconnect the cables from the server and
replace them with suitable terminators, (if required)?

Basically, the "man" page is incorrect
It say:
When searching for a boot device, the system selects the first device in
the
list and determines if it is bootable. If no boot file system is detected
on the
first device, the system moves on to the next device in the list. As a
result,
the ordering of devices in the device list is extremely important.
Here is our bootlist:
cd0 hdisk0
Both are bootable but the system still searches the entire disk inventory

Yes,
When we tried to set the boot device in the SMS menu, it still scanned
all of the fibre disks.
Anyway around this?

are you sure it tried to boot from every san-disk?
or was the box just scanning its devices, which is/works as designed?

strange... did you try to setup/choose the boot-device directly in the
sms-menus?
