nofiles descriptor limit

I have a user that has nofiles=2000. The application fails with too many open
files error. If I set nofiles = -1, it succeeds.
Monitoring the process using lsof, I see its maximum number of files (including
FIFO, VREG, TCP, etc) is only 252.
Any ideas of why this works this way?
