Holger,
As far as I can remember rootvg is always varied on using the force option.
The quorum setting on the rootvg only affects the behavior when losing one
of the rootvg disks, it has no effect at boot time.

if the system bootet from one disk, quorum was set to off
if it refused to boot with only one (working) disk, quorum was on
