Sysback and Storix will handle this easily (both cost extra) (Sysback I know also backs up nonJFS filesystems and all VG information (even if you are not backing up the data in those VG's)
You can probably script savevg commands to /dev/rmtX.1, then run the mt (or tctl) rewind/offline commands to rewind/eject the tape afterwards. I am not sure how to add in rootvg (mksysb) as first image.
Hopefully this points you in the correct direction
