MLs, TLs, SPs, Oh My!

I'm confused, and looking for help here.
So, for AIX 5.2, it appears that the latest "level" (without cherry- picking specific APARs), would be AIX 5200-09-04 (meaning, AIX 5.2, with Technology Level 9, formerly known as "Maintenance Level", and Service Pack 4.)
So, I've downloaded the entire kit-and-caboodle. When I'm asked on the page ...

... to pick my current OS level, I select AIX 5200-00 (which I assume is equivalent to the "base", i.e., what you get from the CDs.) I get all the packages, I inutoc, then smitty update_all, and reboot, and then I get:
# oslevel -s
5200-09-00
# oslevel -r
5200-09
Where is the indication that I'm at "Service Pack 4"? Is that not a feature available with the "oslevel" command? oslevel -g shows me lots of filesets, but are they part of a service pack? Beats me.
Is this a screwup on IBM's part (for changing their "names" for things without updating the tools on the OS)? Or have I done something wrong?
