This may seem lame, but check your CD. I've had all kinds of strange things happen from 1 fileset taking 2 hours to install to the same thing your experiencing. All caused from one small smudge on the CD.

restore -Tvqf sysmgt.websm.apps 5.3.0.51.bff If you got the same error message the file is incomplete and download again.
