As i remember WLM is embedded part of AIX 5.1. If true then try "smitty wlm", create a class, assign CPU resource management in characteristics, create rule in class assignment rules, and start wlm. With this way you can assign CPU performance values in percent to users or processes.
For more info refer to http://www.redbooks.ibm.com/redbooks/pdfs/sg245977.pdf.
Sorry if i'm wrong.

Hello Aix'er
I am trying to figure out how to prioritize processes. I have workstation
where two people (one using XDMCP) working concurrently with CAD
applications.
In other words, I have two processes which totally consume CPU power and
would like to give higher priority to one of them.
The problem is that _nice_ and _renice_ doesn't work in this case.
Process A always takes much more CPU power than process B, even if its
priority is set to 20 and process B is set to -20.
Are there any other tools to manage CPU utilization?
Workstation model is IBM 275 with AIX V5.1 ML09.
