try Workloadmanager for AIX.

While WLM is a great tool to control on how resources
are allocated on a box, I would recommend not to set
up hard limits on Memory usage since the box will
start paging when a class has reached its limit
regardless whether there's memory available on the
box, affecting over all performance of the box and
other applications.
