AIX networking question

I have a need to make a "virtual" IP address, in that for example,
I would like to be able to configure some clients that are medical devices and can only have one IP in their configuration,
and do not support DNS, to point to IP1, and have IP1 re-routed to IP2 if it is available, or IP3 if IP2 is not available.
Is this doable?
I suspect HACMP can do this. Is there a way other than HACMP?
