I replaced the drive. I removed the VG, LVs, and FS and recreated them. I cannot mount the FS and get the error:

I have done:
restored from mksysb, rmdev -dl hdisk2 [original] and hdisk4 [created on reboot] and rebooted.
Reformatted and certified both hdisk2 and hdisk3
Recreated the VG, LV, FS [repeated this step several times]
One unusual thing was that I could not create the LV from command line. I had to use smit. The commands were:
mklv -a e -t jfslog -s s -y loglv01 sirsivg 1 hdisk2
mklv -a e -t jfs -s s -y sirsilv01 -c 2 sirsivg 541 hdisk2
I received a 0516-414 and 0516-822 error about "Illegal UpperBound" [unfortunately I thought I had saved these errors, but I can't find them at the moment].
I could create the LV and FS without any errors using smit, but I still get:
0506-324 Cannot mount /dev/sirsilv01 on /s: A system call received a parameter that is not valid.
Any suggestions are much appreciated.

Was this FS mounted before as /s: ? (: sounds strange for me)

It sounds like you might be running into a bug in one of the filesets; there might be an APAR to apply, or IBM support might be able to walk you through an alternate way of getting the system back and working. ...
