    There are two possible problems here. If you power on on AC and switch over
    to battery, you can set the hw.acpi.cpu.economy_speed to 8 to get the full
    CPU speed. If you power on using battery though, Dell have made it so you'll
    only ever be able to use 60% CPU speed, regardless if you later switch to AC.
    For example, my 2.0GHz i8500 boots up as 1.2GHz and is detected as such by
    FreeBSD. The economy_speed sysctl will then throttle it further to 600MHz.
