No CPU utlization reported on SMP machine

    I have been playing with -CURRENT and noticed issues with the reporting of
    CPU utilization.

    The %CPU column in the output of 'ps' is always 0.0. The WCPU and CPU
    columns in 'top' are always 0.0%, as are all the CPU state indicators.
    CPU stats from 'vmstat' are always 0.

    Machine: Dual Pentium Pro 200 running -CURRENT with SMP, cvsup'ed and
    rebuilt Dec 11.

    Kernel conf: basically stock with SMP enabled, but includes SCHED_ULE
    instead of SCHED_4BSD. WITNESS and INVARIANTS are not enabled, neither is
    ACPI.
