are we talking about "rates" here or are we talking about 5 and 10Mhz wide channels?

This is unrelated to XR mode. Half- and quarter-rate channels are used
in the public safety band and also for 900MHz cards like the Ubiquit sr9
and Zcomax GZ-901.
