Just take out the 'flags 0x1' part from the 'device atkbd' line in your
kernel config line.

Alternatively, make sure you have this in /boot/loader.conf:

userconfig_script_load="YES"

And then put these lines in /boot/kernel.conf:

enable atkbd0
irq atkbd0 1
flags atkbd0 0
quit
