strange problem with ttyp0

I have strange problem with one of my routers.
OS FreeBSD 4.8-RELEASE. The first telnet connection
use ttyp1, second - ttyp2, etc. But never to ttyp0!
The same effect with ssh.
ttyp0 present in /etc/ttys and /dev entries are in place
(both ttyp and ptyp) and have correct ownership and mode.
I think something wrong with ptyp-side.
Some stupid test (stty < /dev/ptyp0) says something
like "input/output error".
Does anybody have idea why?
File /etc/login.access not used.
