Not sure about Africa,
but two years ago,
here in Mexico,
I had to put "ntpdate -t 10 <servername>" to make shure,
not geting a "no server suitable for synchronization found".
That time I were not able to find any timeserver here in Mexico.
So I had to get my Time sync from the USA.
