    You could try using this Perl script available at the Cacti
    website, written for the purpose of using it in FreeBSD
    jails (no raw socket creation possible)

    http://www.raxnet.net/downloads/cacti/scripts/ping-tcp.pl.txt

    Or you could TCP ping with nmap or other such tool.
