It's not defining a subnet, but rather the range of allowable addresses that
will be permitted during negotiation.

The IP address itself is the starting point for the negotiation, while the
"subnet" defines what other possibilities we will accept.

In normal usage, the "client" is configured to accept whatever the "server"
suggests for it.

Note there are of course two directions/endpoints, hence the two separately
negotiated IP addresses. You are correct in that PPP negotiates only the
endpoint IP addresses, not subnets (or any other routing related info).
