This seems to be the only message that the pppoe node is passing back to
ppp. ppp is waiting for NGM_PPPOE_{SUCCESS,FAIL,CLOSE}.

And until it gets NGM_PPPOE_{SUCCESS,FAIL,CLOSE}, ppp will stay waiting
for carrier.
I'd suggest you have a look at what traffic is being passed back and forth
on the wire - it might indicate what's going on.
