IPv6 neighbor discovery with static addresses

When I configure a system with a static IPv6 address (e.g
ipv6_ifconfig_nve0="2001:400:14:2753::28:14/64) the systems does not
seem to find its router. I need to add ipv6_defaultrouter to rc.conf.
Is there some reason that the system should not configure the default
using ND in this case?
