I already have the following in /etc/rc.conf:
network_interfaces="lo0 bge0"
ifconfig_lo0="inet 127.0.0.1"

The second line should be unncessicary since it's already in
/etc/defaults/rc.conf. Unless you have a good reason for it, I'd
drop the first list as well. It's quite unnecessicary in most cases.
There's clearly something weirdly broked on your system.

Yes, and I found it. There was a second instance of network_interfaces farther down in the /etc/rc.conf file. It only listed the bge0 interface, and I'm certain it's being installed by a port. I found the same problem on three boxes but not on two others. I'm looking for the cause of the problem now.
