AFAIK, there's never been a "/usr/ports/kde".
Where did you get the idea that
/usr/ports/x11/kde3 is v3.1.4??
$make install clean
===> Extracting for kde-3.2.0
===> Patching for kde-3.2.0
===> kde-3.2.0 depends on file: /usr/X11R6/bin/moc - found
===> kde-3.2.0 depends on shared library: konq - not found
===> Verifying install for konq in /usr/ports/x11/kdebase3

This is with a recent cvsup ... date on
