    Got it.

    In /etc/ttys

    Change:
    console none unknown off secure

    To:
    console "/usr/libexec/getty Pc" cons25 on secure

    I am trying to run FreeBSC headless, without monitor and keyboard.

    My serial interface looks correct:
    sio0 at port 0x3f8-0x3ff irq 4 flags 0x10 on isa0
    sio0: type 16550A, console

    I believe the boot.config is set correct
    cat /boot.config
    -h

    When the PC boots all the boot info is sent to serial, also to "Hit [Enter]
    to boot immediately..." works when I hit enter.

    The problem is I never get a login prompt, it stops at the date readout.

    Login through ethernet works but takes a very long time for login prompt.
