fbsd-5.0-release and passwd?

I'm trying to setup vmware 3.2 with fbsd 5.0-rel (host)
and win98se (guest). I got the CD (ISO) and booted it
to get sysinstall, then told sysinstall to use FTP
as the source for the install. I went thru the
usual process and everything seemed to work as
expected.
I installed nano from ports as I perfer it to ee
for config editing. I used ftp to copy /etc/csh.cshrc,
/etc/csh.login, /etc/login.conf and /etc/login.conf.db
to the new system, from my production server, (fbsd4.7-rel,
on the private lan).
I relogged in as root to use the login.conf I'd just ftp'ed
to setup the environment variables and tried to edit master.passwd
using vipw as usual.
It failed:
vipw: pw_edit(): Undefined error: 0
I tried a few of the other password editors
chpass: edit(): No such file or directory
chsh: edit(): No such file or directory
chfn: edit(): No such file or directory
I tried rebuilding the pw.db/spwd.db and login.conf.db
with thier tools, thinking maybe the db format had
changed between 4.8 and 5.0 but password editing still fails.
Do you think CVSup'ing to 5.0's RELENG would help, (wondering
if it might be a fixed problem?)?
