It's in /usr/sbin/sendmail.
How many people actually use it? Very few.
Quite a lot. In fact, anyone who properly installs FreeBSD as a server.
Why isn't it moved to ports?
Because an MTA has traditionally been part of a POSIX system.
Besides, if it's not there, how are you going to send mail from things
like cron?
