Safe mode disables ACPI/APM, it disables APIC and SMP, it slows down the hard
drives and so forth from UltraDMA speeds to the safer PIO modes.

It would help to report exactly what laptop you have, as well as the panic
message, but if you can install in safe mode, you have a chance to update the
system sources and build a kernel with various options to try and track down
    where the problem is.

You should also make sure your laptop BIOS is completely up-to-date.
