Summary:
Thanks to Bill Hassell and Eef Hartman for their help.
Everyone pointed to using 'useradd -m', as this was verified to work.
However, I have no choice but to use a SAM template for creating users.
It just doesn't seem that SAM creates directories for the newly created
users (regular files are copied fine). I have tested this on two 11.0
machines, one with the March 2002 patch set and the other patched up
until January 2003.
