    I didn't really solve this problem (the guys never came back to me on it) but I got a
    good answer from Mike White:

    There is a "User Restrictions patch" that will allow you to define which
    user group(s) can do restores to which boxes. It was written almost as
    an SSP for Cargill. I believe it works with 4.0. We use it in 4.1.
    This patch may or may not be very widely known as HP didn't think it was
    really necessary which shows how little they understand of a real
    production world.
