[HPADM] nobody can login to hpux except one

HI,
I have 3-4 users created on HPUX11.0 machine. Say user A, B, C ,D ,E
No I can only login to system using user A.
I cannot login to system using any other user , even I can not login to
system as root.
So that is why I login to system using user A and than I do "su" to any
other user and do the work.
But now I want direct login to system because I cannot give password of user
A to every other user to login.
Any suggestion or sulution are welcome.
