[HPADM] Pick Password Option in HP-UX 11.0 on an LClass Server

The user "junk" does not get the (P) option that allows them to pick their
own password. As you can see below from the "getprpw" command, the user
"junk" does have the "usrpick" option set to yes.
Why can't they pick their own password?
