[HPADM] Packaged Perl modules for HP-UX

I'd like to make some Perl modules available on a production HP-UX
server which has no connection to the Internet, and which doesn't have
any kind of development software installed --no gcc, there.
The idea would then be to use a development HP-UX workstation to
download and compile modules from CPAN, package those modules and
install them on the production server.
In the worst case, I see I could compile apart modules, using a PREFIX
argument to perl Makefile.PL calls, tar them, move them to the
production server, untar and make PERL5LIB point to them.
But Debian GNU/Linux features a very nice application called
dh-make-perl which simplifies this, it downloads modules from CPAN,
compiles them, and creates a deb package that can be installed anywhere
else using dpkg. I wonder if any application similar to such a useful
one exists on HP-UX, maybe creating depot packages to be installed using
swinstall.
I am new to HP-UX, so any pointers, even those unbearably obvious, will
be welcome and very useful, so thanks in advance.
