[HPADM] Source quench messages

Our clustered HP-UX 11.23 HP OpenView Operations seems to be having
issues with the amount of traffic it is getting. Our network engineers
captured this on some routers in proximity:
*Dec 14 19:37:17: ICMP: echo reply rcvd, src xxx, dst xxx
*Dec 14 19:37:17: ICMP: source quench rcvd xxx
How can I troubleshoot this locally?
