Thank all who responded, the problem was the scsi ID on the cdrom drive.
Once I reset it the system booted and I'm able to install from the cdrom
drive.

Subject: [HPADM] K460 Internal Peripheral Bay
Hello:
I need to configure one of our older K460 systems as a standby unit for
one that currently runs applications which can only be run on HP-UX
10.20. The active system has (1) Cdrom (1) DDS 3 and (4) disk drives in
its internal peripheral bay. Using some of our decommissioned K460 I
have managed to find and install the same type devices into the same
slots of a new peripheral bay unit. I have checked that all power and
data connectors are attached to both the device(s) and peripheral
interconnect board. The bay has been inserted and the system powered on
and rebooted. I see the power lights flash for the cdrom, dds tape and
(4) disk units, but the system seems not to find all of the new devices
(i.e..e.cdrom and dds tape).
When I interrupt the boot and enter sea to search for a bootable device
I see the (4) disk but not the cdrom and dds tape units. I need to
install HP-UX 10.20 from the cdrom, any help is appreciated.
