slow down cpu intensive process

I'm experimenting problems with my sunray terminals and server,
cause to cpu bottlenecks.
We have a NQS queue batch systems and sunray server software,
in a solaris 8 server. Sometimes, a process consume 50% cpu time,
and we have problems with dtlogin and dtchooser.
Is it possible slow down process that is cpu-time intensive consuming?
We have changed yet nice parameter at NQS queue, but the real
priority some times comes to -25, eg, maximux priority.
