Accessing T3 console

Hope someone can shed some light on this. I have a T3 that I need to get
in via the 10Mbps Ethernet port. I've put the Ethernet address in
/etc/ethers, and the host/IP in /etc/hosts, and the in.rarpd is also
running, but the T3 doesn't assign itself the IP, hence, it's not
accessible.
There's another T3 on the same network, same switch, which is accessible
(telnet IP).
I've tried cold-booting the T3, rebooted the host, swapped the Ethernet
cable with no change.
I can see the drives in format on the host, and the previously
configured volume on it, and can mount it...
Not sure what else to check. Appreciate any inputs, please.
