Partioning and volume creation

Hi,
I had a basic question regarding partiton creation
when a storage array is connected to a server.
Assuming a E45K is connected to couple of A5200s
would you need to have veritas , Disksuite or such
similar software for creation required
partitions/volumes.
Cant we do the same with format option of solrias?
Is the only advantage of software like Veritas that
they help you create logical volumes which can mix
disks from different disk arrays. I assume the other
benefit is software level RAID features offered by
veritas.
Cant this be acheived by hardware RAID contollers for
the disk arrays and creating partitions on storage
array with format command
