unable to connect to remote host: Connection refused

Hi All,
I have one question for you.
I can not see anything about smtp in the output of the "netstat -a" command.
I have checked /etc/services files. It says the following about smtp:
root_on_leopard:/etc/init.d $ grep smtp /etc/services
smtp 25/tcp mail
root_on_leopard:/etc/init.d $
I have also checked the /etc/nsswitch.conf for services entry, it is the
following,
root_on_leopard:/etc/init.d $ grep services /etc/nsswitch.conf
# "hosts:" and "services:" in this file are used only if the
services: files
root_on_leopard:/etc/init.d $
However, when I try to connect to the system throug the port 25,
it says the following:
#telnet 0 25
Trying 0.0.0.0...
telnet: Unable to connect to remote host: Connection refused
#
I think the main problem is that there is nothing about smtp in the
output of the
netstat -a command. What things I need to check about this problem?
I can connect to the system via telnet 0 command with the default telnet
port. In addition to the above,
I have sent HUP singal to inetd process. Nothing has changed.
I would appreciate any help!
