can not add user into netscape directory server

    Dear managers,
    in the comany I work we use netscape directory server 4.1 as our LDAP server. We store all our user data in it and it was working perfectly. But recently we have faced a problem which is we can not add users into it. We can open the directory server gateway, the netscape console and the admin server. But when we try to add additional users it doesn't allow us to do it.
    what is the cause for this? and what is the solution?
