/etc/path_to_inst error

One of our user un-gracefully shutdown a box and now when it tries
booting up, it gets this error message and won't boot but goes to the
OK prompt
can't open /etc/path_to_inst
OK
Any help with this error is appreciated. Thank you in advance.
